City Council candidate Q&A
Joe Shields
1. Smoking ban; expand it, keep it the same, or rescind it?
I believe in less government control and less taxes. When our city government dictated to the business owners to enforce a "No Smoking Ban" in their establishments, I was and still am against such an infringement on the personal rights of the business owners. If a business owner was losing money because some of his customers smoked, he would either go out of business or have the right to "ban smoking" in his place of business. This is the business owner’s right to do this. Our city government should stay out of the smoking issue. If you believe our city government was correct in putting a ban on our business owners then you are obviously for more government and I may not get your vote.
2. TIF District’s $3.6 million windfall and future use of TIF districts.
I feel the tax dollars found to be in excess over the last four years should be given back to those from whom it was taken. The logical thing to do for the city is to keep the money, however, in these times with example; our gas prices in Greensburg being fixed by our stations and at an all-time high and the cost of everything we touch such as stamps going up it is a "feel better bandage" for our citizens to have the money owed to them returned to them and should be done.
I would have to study TIF and understand it before making any statement on TIF. As a City Councilman, I would obviously do this.
3. Airport, whether to expand it, move it or shelf the project.
I will investigate the issue. This will cost the taxpayers a lot of money. The questions I would have to have answered are: Have the factories requested this? Is there a way to make it pay for itself? Are the industries willing to donate money for this project? Other cities have tackled this; what has been the results? Without these questions answered I could do nothing on this issue.
4. Spreading out contracts among several engineers and financial advisors.
5. Selecting board members and acting on their recommendations.
