Man faces meth, paraphernalia charges

---- — GREENSBURG – A Greensburg man twice arrested previously for possession of methamphetamine was booked into the Decatur County Jail on similar charges Thursday.

According to court documents, Stephan E. Rice, 33, has been charged with possession of methamphetamine, a class “B” felony, and possession of paraphernalia, a class “A” misdemeanor. Rice’s two previous convictions for possession of methamphetamine led prosecutors to level a third charge against Rice, that of being an habitual controlled substance offender.

Charging information filed Friday in the Decatur Circuit Court states Rice was convicted last year for possession of methamphetamine stemming from an arrest July 22, 2011. Before that, the suspect was convicted in 2010 of an identical charge.

Rice’s latest arrest occurred Thursday, after he and a female acquaintance voluntarily approached a patrolling Greensburg Police Officer just after 3:30 a.m. at North Park. A police report pertaining to the case states Rice and his companion surrendered their identification upon the officer’s request to see it due to the late hour in which the two were visiting North Park and in regard to a series of thefts currently under investigation by the department.

A pat down of Rice revealed he possessed two pocket knives, a collapsible baton and brass knuckles on his person in addition to straws wrapped in foil, plastic baggies, coffee filters and rolling papers. A straw seized from the suspect is alleged to have tested positive for methamphetamine.

Rice agreed to an interview at the Greensburg Police Department and reportedly told law enforcement officials he possessed the coffee filters in order to scrape methamphetamine from them to achieve intoxication. He also offered information possibly pertinent to other drug-related crimes in Greensburg.

Rice remained incarcerated in the Decatur County Jail at press time Friday on a $50,000 Surety Bond.
