Greensburg Man Arrested On Molesting Charges

A Greensburg Police Department investigation into reports of sexual molestation culminated in the arrest of a local man this week.

Carl Richard Rigby, 70 of 328 Anderson St., Greensburg, was arrested on a warrant for child molestation, a Class C Felony. He was booked at the Decatur County jail and no bond was set.

According to the charging information provided by the Decatur County Superior Court, on or about a day in May or June of last year, Rigby allegedly “did perform fondling or touching of the child” under 14 years of age “with the intent to arouse or satisfy the sexual desires of the older person.” Rigby allegedly molested a girl who was 10-years-old at the time of the incident. According to the charging information, the 10-year-old was in her pajamas when Rigby allegedly reached under her clothing.

The case came to the attention of the Greensburg Police Department, following an investigation complaint through the Decatur County Office of Child Services, indicating that Rigby had allegedly had sexual contact with the female child.

When detectives went to interview the girl’s parents, the mother told the GPD that she had found a diary entry dated June 4, 2009, in which the 10-year-old described “the defendant placing his mouth on the naked breasts” of the child.

According to the affidavit of probable cause, the 10-year-old explained that the incident occurred in the early summer, while Rigby and his wife were providing care for her and her siblings. When she was in a bedroom and away from the other people in the house, Rigby reportedly came into the room and molested her.

Later, when Rigby was confronted with the claim, he allegedly attempted suicide, and was ultimately admitted to the St. Vincent’s Stress Center in Indianapolis, the affidavit states. While at the center, Rigby reportedly admitted to a social worker that he had improper sexual contact with the 10-year-old. Rigby was arrested by the GPD on Thursday morning.

A conviction on a Class C Felony charge can result in up to eight years in prison with a maximum fine of up to $10,000.
